The ball just unscrews - hold the arm up and unscrew the ball, it may just have water in it if its been on there a long time. Sometimes just unscrewing the ball a little will allow it to raise up further in the water and cut off the overflow - have you tried that yet? If you must, just tie up the arm so it won't go back down or turn off the water to the toilet and take the ball with you to the hardware store. There are two pressure types. Toilets in the UK are filled via a tank in the attic so is low pressure. The tank in the attic is filled via mains high water pressure feed. So you require low pressure ball valves for your toilet
